data-start=\"0\" data-end=\"510\">El acelerado proceso de urbanizaci\u00f3n, la creciente concentraci\u00f3n de poblaci\u00f3n e infraestructura cr\u00edtica en \u00e1reas metropolitanas y el incremento en la frecuencia e intensidad de eventos hidrometeorol\u00f3gicos extremos han profundizado una serie de problem\u00e1ticas estructurales en las ciudades vinculadas al agua: inundaciones pluviales recurrentes, ocupaci\u00f3n de \u00e1reas de riesgo, deterioro de la calidad del agua urbana, d\u00e9ficit de drenaje, presi\u00f3n sobre acu\u00edferos, interferencias entre infraestructura cr\u00edtica y din\u00e1mica hidrol\u00f3gica, y expansi\u00f3n urbana sin adecuada consideraci\u00f3n del riesgo h\u00eddrico.<\/p><p data-start=\"0\" data-end=\"510\">En este contexto, resulta necesario evolucionar desde un enfoque predominantemente reactivo y centrado en obras aisladas hacia un modelo integral de resiliencia h\u00eddrica urbana, orientado a disminuir impactos, garantizar la continuidad de servicios esenciales y mejorar la capacidad de recuperaci\u00f3n frente a eventos cr\u00edticos.<\/p><p data-start=\"0\" data-end=\"510\">La resiliencia h\u00eddrica urbana se sustenta en una visi\u00f3n sist\u00e9mica que articula infraestructura hidr\u00e1ulica tradicional, soluciones basadas en la naturaleza, monitoreo hidrometeorol\u00f3gico, gesti\u00f3n de activos, planificaci\u00f3n territorial y protocolos operativos. Este enfoque no reemplaza la inversi\u00f3n en obras convencionales, sino que la integra dentro de una estrategia preventiva, apoyada en informaci\u00f3n t\u00e9cnica y orientada a resultados medibles.<\/p><p data-start=\"0\" data-end=\"510\">Las problem\u00e1ticas urbanas asociadas al agua no se limitan a la ocurrencia de eventos extremos. Se expresan tambi\u00e9n en los instrumentos de ordenamiento territorial, en los c\u00f3digos urbanos, en la gesti\u00f3n de activos hidr\u00e1ulicos, en la operaci\u00f3n de los sistemas de drenaje, en la gesti\u00f3n de cuencas urbanas e interjurisdiccionales y en la vulnerabilidad social frente a eventos recurrentes.<\/p><p data-start=\"0\" data-end=\"510\">En este marco, la Comisi\u00f3n de Tem\u00e1ticas H\u00eddricas Urbanas se propone consolidar un \u00e1mbito federal de articulaci\u00f3n t\u00e9cnica y estrat\u00e9gica dentro del COHIFe para abordar integralmente los desaf\u00edos urbanos vinculados a los recursos h\u00eddricos. Su eje distintivo es la integraci\u00f3n agua\u2013territorio como unidad de an\u00e1lisis y planificaci\u00f3n, promoviendo intervenciones priorizadas seg\u00fan el criterio de riesgo evitado y continuidad de servicios esenciales.<\/p><p data-start=\"0\" data-end=\"510\">El abordaje reconoce el dominio originario provincial sobre los recursos naturales y la necesidad de coordinaci\u00f3n multinivel entre provincias, municipios y organismos nacionales, particularmente en \u00e1reas metropolitanas y cuencas compartidas donde la fragmentaci\u00f3n institucional incrementa la vulnerabilidad. En este sentido, la Comisi\u00f3n promover\u00e1 criterios orientativos que respeten las competencias provinciales y municipales.<\/p><p data-start=\"0\" data-end=\"510\">La Comisi\u00f3n orientar\u00e1 su accionar bajo las siguientes ideas fuerza:<\/p><ol><li data-start=\"0\" data-end=\"510\">Integraci\u00f3n estructural entre din\u00e1mica h\u00eddrica y desarrollo urbano.<\/li><li data-start=\"0\" data-end=\"510\">Enfoque sist\u00e9mico del riesgo como criterio ordenador de pol\u00edticas p\u00fablicas.<\/li><li data-start=\"0\" data-end=\"510\">Gesti\u00f3n basada en informaci\u00f3n, monitoreo e indicadores comparables.<\/li><li data-start=\"0\" data-end=\"510\">Priorizaci\u00f3n de inversiones por riesgo evitado y continuidad de servicios esenciales.<\/li><\/ol><p>Objetivos:<br \/>1) Identificar y caracterizar las principales problem\u00e1ticas h\u00eddricas urbanas a nivel federal, incluyendo exposici\u00f3n a inundaciones, d\u00e9ficit de drenaje, deterioro de calidad de agua urbana y ocupaci\u00f3n de \u00e1reas de riesgo.<br \/>2) Establecer lineamientos t\u00e9cnicos comunes para el dise\u00f1o y gesti\u00f3n de sistemas de drenaje urbano, infraestructura h\u00edbrida (gris y soluciones basadas en la naturaleza), monitoreo y alerta temprana.<br \/>3) Promover modelos tipo de protocolos interinstitucionales ante eventos extremos, definiendo esquemas de roles y responsabilidades entre provincias, municipios, organismos de defensa civil y operadores de servicios p\u00fablicos.<br \/>4) Desarrollar un \/>5) Impulsar la implementaci\u00f3n de casos piloto en ciudades voluntarias, con el fin de validar un modelo integral que articule monitoreo, modelaci\u00f3n, alerta operativa, intervenciones estructurales y no estructurales, y evaluaci\u00f3n de proyectos bajo el criterio de riesgo evitado.<br \/>La Comisi\u00f3n se orienta a consolidar la gesti\u00f3n del riesgo h\u00eddrico urbano como componente estructural del desarrollo territorial, promoviendo criterios comunes que disminuyan vulnerabilidades existentes y eviten la generaci\u00f3n de nueva exposici\u00f3n futura.<br \/>A diferencia de otras instancias focalizadas en gobernanza institucional, calidad del recurso o gesti\u00f3n de emergencias, esta Comisi\u00f3n aborda el riesgo h\u00eddrico urbano como problema estructural de ordenamiento territorial, articulando planificaci\u00f3n, infraestructura, operaci\u00f3n y financiamiento bajo un marco estrat\u00e9gico com\u00fan.<\/p><p>Su coordinaci\u00f3n es
